The Certificate of Qualification (C of Q) exam consists of 100 multiple-choice questions. Candidates are allotted a 4-hour window to complete the assessment. To achieve your Red Seal endorsement, a minimum passing grade of 70% is required.

For example, if you require a translator, a dictionary, or extra time, you must submit the Exam Accommodation Form after registration but before your exam date. Once approved, these accommodations will be provided at the testing center.

The 309A exam is an open-book test, but it is notoriously difficult for those who try to rely on memory. To pass, a technician must integrate 4 core pillars of knowledge:

Success on the 309A Red Seal Exam requires more than technical knowledge; it requires an analytical understanding of how the Canadian Electrical Code (CEC) is written. Our course trains you to spot the “traps” and “tricks” used by exam designers.
Regulatory Phrases: The “Limit” Trap
Exam questions often hinge on a single phrase. You must be hypersensitive to the following terms, as they dictate whether the number itself is included in your calculation:
“Not Less Than” (Minimum): This includes the number and everything above it. (e.g., Not less than 6 includes 6, 7, 8…)
“Not More Than” (Maximum): This refers to values below the number, but excludes the number itself. (e.g., Not more than 6 includes 1, 2, 3, 4, 5.)
“Not Exceeding”: This is used when the limit includes the number itself.
“Up to and Including”: This is a clear indicator that the specific number is part of the permitted range.
Expert Tip: Always double-check the phrase before the number. Choosing the number given in the rule without checking the prefix is the most common reason for failed questions.
The Hierarchy of Rules: General vs. Specific
The CEC is structured so that General Rules are presented first, followed by Specific Rules. If a question mentions a specific environment, the Specific Rule always overrides the General Rule.
Case Study: Grounding Conductor Sizing
Scenario A:What is the minimum grounding conductor size for a Station?
Keyword: “Station.” This leads to Section 36. Rule 36-308 specifically requires No. 2/0 AWG copper.
Scenario B:What is the minimum grounding conductor size for a Transformer?
Keyword: “Transformer.” While Section 26 covers transformers, it does not have a specific rule for grounding size. Therefore, you must revert to General Rule 10-114 and choose No. 6 AWG copper (or No. 4 AWG aluminum).
Navigating the Codebook without Memorization
You are not expected to memorize page numbers. To find keywords quickly during the 4-hour exam, use these two tools:
Table of Contents: Best for finding broad sections (e.g., “Where is the section on Motors?”).
The Index (The Professional’s Choice): Located at the back of the book, the Index lists specific keywords alphabetically. This is the fastest way to find precise rules under pressure.
The Terminology Section: Don’t Overlook “Definitions”
Exam designers often pull questions from the Terminology/Definitions section at the beginning of each Section. These questions often focus on the name or purpose of a device—details technicians often ignore.
Example:What is the name of a controlling device that adjusts the flow of water through a hydraulic turbine?
Keyword: “Turbine” (Section 64).
Action: Go to the Terminology block at the start of Section 64. You will find the answer: “Mechanical Governor.”
Spotting Exceptions: The “Permitted” Shortcut
Exceptions are the most frequently tested items. While words like “Except,” “But,” and “Not” are easy to spot, the most important word in the 309A exam is often: “SHALL BE PERMITTED”
When you see “shall be permitted,” the code is allowing a deviation from the standard rule.
Example (Rule 26-254): The standard primary overcurrent protection is a maximum of 125%. However, subrule 3 states that if that value doesn’t match a standard rating, the next higher rating shall be permitted.
Exam Logic: If the question asks what is “permitted,” you may be looking for a minimum value in Table 13 rather than the standard maximum.
1. No Negative Marking: Every question is of equal value. Never leave a blank space; a guess provides a 25% statistical chance of being correct.
2. The “Flagging” System: Use the digital interface to flag difficult questions. Secure your points by answering easy questions first, then return to the flagged items at the end.
3. Time Management: Prioritize high-weight sections (Blocks B & C). Do not let a single complex calculation in Block D consume your time. Block A is the easiest Section.

You are not required to bring your own reference materials. Upon arrival at the testing center, you will be provided with the following essential items:
The Canadian Electrical Code (CEC), Part I: In computerized testing environments, this is typically provided as a searchable digital PDF on your exam terminal.
A Calculator: A non-programmable, non-communicating calculator will be provided.
Writing Materials: You will receive a pencil and scratch paper for calculations.
Note: all scratch paper must be surrendered to the proctor before you leave the session.
Prohibited Items and Security Protocols
To ensure a secure testing environment, personal items are strictly prohibited in the examination room. This includes, but is not limited to:

The first point of contact for all 309A candidates is the official Skilled Trades Ontario Portal. This digital platform allows apprentices, journeypersons, and sponsors to manage their training records and exam eligibility in one place.
Before you can schedule your exam, you must ensure you have met all the requirements for the 309A Construction and Maintenance Electrician trade.
Log in to the STO portal to verify that your on-the-job training hours and classroom technical training are complete.
Once eligible, STO will issue an Exam Referral, which is required before you can book a sitting with a testing center.
